what symptoms are experienced from distributor weights not working? I am working on a problem and think I have it narrowed to that.
 
Stuck weights cause a no spark advance condition which causes misfire as RPM's increase, as well as reduced power, and "running hot".

Thanks for the info. I had the distributor off and replaced the bushing. at that time i noticed some (slop) in the weights but I didn't know what was an acceptable "sloppage" (great description of looseness) lol, the weights did move easily at that time. the tractor starts easily, but is missing at idle, and this increases as throttle is increased. governor is trying to push back when I manually push on it.

If it is missing at an idle, it is not the weights. I would look/clean the carb.
