Tapered pin in fork of governor

How does one remove the tapered pin that connects the fork with the control lever shaft on a 2-N cast iron governor? The trusty FO-4 says to remove it so it should come out. Only, the hole with the pin does not go through to the other side. The fork has only the hole on the one side and it is solid on the other side.
 
It's been a while but I remember the hole going thru the fork and tapping it out from the other side.
 
New Oxford 2n,The hole should be all the way through like HCooke said.Maybe it missed the inspection process.Take a small drill bit and take good aim so you hit the pin,then tap it out with a small pin punch.
 
Thanks fellows. I had already thought about drilling into it but I was curious if anyone had ever encountered that. On the reverse side where the hole should come through there is a bump on the casting. I tried to pick it off in hopes of exposing the hole, but it is on there to stay. I'll get back to it next week.
