8N that is hard to start, but runs perfect once cranked

8N with front dist, 6 volts, great compression, has fresh fuel, not flooded, new battery, good spark, new plugs and copper wires, that is hard to start. It takes 5 minutes to start, IF it starts at all. Sometimes I just have to walk away and come back later in the day. I"ve tried replacing the dist and carb with ones off of a good running engine, and it is still hard to start. Once cranked this engine will idle very slow, and will restart on the first turn of the starter. It has lots of power with no hesitation.

Help! I"m needing advice.

Try by passing the resistor with a jumper wire just while starting.
