Proof meter various

I have installed several proof meters and they seam to vary in improper RPMs. The one I just put one shows 2200 rpm and I know its probably 1700 or so. Fast idle (about 600 rpm) shows 1000. Is there a way to adjust in the governor or meter? Is this just more cheap imports?

here is a calibration adjustment for setting it at time of manufacture, but to access it is difficult & will likely result in destruction of the bezel holding the glass on it.
