9n shifting lever want stay engaged

My hydraulic shift lever for my 9n ( u shaped that fits on the t shaped shift controller) looking through my inspection window where I check my hydraulic oil right side. The leaver when I engine running and pto working want shift or stay engaged. I can use a pry bar gently apply pressure and the shift lever will allow the 3 point hitch rise and then the lever jumps and the hitch returns to the ground.
What is my problem?

The lift want work unless I move the leaver assembly forward while the PTO is engaged. It lifts and then it returns back down and want raise unless I move the leaver assembly forward.
What is causing my problem to prevent the lift from working. If the leaver isn't attached to the control valve it raises up and want come back down until pressure is released.
Any help would be appreciated.
Charlie I need to plow my garden and cut my pasture.
