You said you shimmed your starter a quarter inch to fix a starter problem. Can you describe how you shimmed it? I might give it a try. Thanks.
 

If that fixed his problem, then something else was wrong. If all of the parts are right, then shimming it like that will never be needed.
 
I cut a piece of metal out of a truck fender and cut it out just like the back of the starter. I think why mine quit was the starter gear would not come all the way back. I could pull it back a quarter inch but it would not stay. Starts fine now. To see if it would work for you you could put two washer behind the bolts to hold it out. If it don't get a good ground like that you could jump your starter with jumper cables to see before you cut a piece of metal good luck
