1953 NAA. Will not idol up

My 1953 Golden Jubliee NAA will run on low idol but will not idol up so I can use it. I changed the sediment bowl and now that has a leak, I put a new carb kit. Can someone please tell me what I need to do to fix this. Thank you
 
when you move the hand throttle from idle to max, look at the carb and governor.. is there an arm from the governor moving a rod
to the carb butterfly opening it?

if not, manually reacy in and move the carb butterfly.. does it throttle up?

The rod is working opening the butterfly. Everything seems to be working good just when I move the throttle lever the motor doesn't speed up at all. Could not getting enough fuel be a problem

Absolutely. Sounds like bad fuel flow or time for a carb rebuild. Likely something simple like a plugged fuel screen. Check all of them.

Will it run at idle indefinitely or die after a bit?

I recently rebuilt the carb. After running for a bit it cuts off and is hard to start. The tank appears to have particles in it.

Sound like there is your problem. Pull the screens and check/clean them.

Check your tank for rust. If just dirty you can clean it.
 

ok, these comments are based on the assumption that there are no significant differences between Ns and NAAs in terms of this issue. if that's a false assumption, someone will point it out :)

yes, not enough gas, as already mentioned, is very possible.

the first thing i'd ask is how much gas is in the tank? if it's low, pour two more gallons in and this problem might go away by itself.

if the tank is full, or nearly, that would rule out the reserve pickup on the sediment bowl being the cause - it is the cause of many similar problems. the reserve pickup on these bowls plug if u forget to say good morning to them. pouring 2 more gallons in the tank brings the fuel level up to where the main pickup, which rarely clogs, can pass it along to the carb.

if it's not low on gas, grab a pint jar, pull the drain plug from the bottom of the carb, and open the fuel shutoff valve at the sediment bowl (which should be closed every time u stop using the tractor). if the flow of fuel won't fill a pint jar in 2 minutes, u have restricted flow between the carb and the tank. there are 3 screens in the fuel system - one on top of the sediment bowl, inside the tank itself, one inside the sediment bowl, between the metal and glass sections, and one in the elbow where the fuel line enters the carb.
