Nope, that's not normal. But you do need to move the flywheel more than a few teeth. And make sure the rotor is indeed firmly attached to the shaft. No need to do any more work on the tractor until you resolve that issue.

That might explain why you can turn the flywheel w/o the rotor moving.

If you didn't get the ring gear on the flywheel correctly, it's the ring gear that's turning, not the flywheel.

If your ring gear is on tight, move it more with your screwdriver and you'll see the rotor turning; the gear is much larger in radius than the small rotor button.
 
Duttonan,You say, I can turn flywheel through the peep with a prybar, and the distributor rotor does not move.Well it could be the ring gear is loose on the flywheel like Bruce is saying.Or the distributor gear is loose and spinning on the shaft.With the distributor cap off grab the rotor and see if you can turn it around.If you can turn it you have found your problem.You will have to remove the distributor and check the pin that is through the gear that holds it to the shaft.
 
Duttonan, So I'm wondering If I have a poor ground or wiring? Check all of your wiring ends (clean and tight),Battery good shape and fully charged up.You could replace your new condenser with the one that you took out or get another new one.(some new ones are bad out of the box). Recheck the point gap .025 on the lobe and drag some card stock,dollar or paper bag between the contacts when closed to polish them. Then check your spark again 1/4" or more.
