The way it is pictured, I believe that it is a drill bit with some kind of collar on it , so it can only cut so far. Something like a countersink for screws.

Adjustable countersink, the pilot drill bit is not installed.

geez. about an hour ago I finished remounting my vise on the tool bench. had I known that I would have countersunk for the screws.

When you picture an unknown object like that, you should at least put a known object beside it for a size reference.

Well I thought that the yard stick on the floor to care of that, LOL. Just kidding. I would have never thought of that. Maybe a Dollar or Quarter
next to it would give a size reference.
