bending throttle linkage

Ok new governor is in and I have top end speed, haven't been able to measure rpm yet, but all the movement in throttle lever is in the first quadrant. I can't physically move the speed control lever. The manual says "hold throlle linkage at point "A" and bent linkage, if necessary, to obtain desired throttle movement."
Am I bending the clip on linkage that goes to the governor or the the linkage that goes back to the quadrant?
