no control of 3 point position

Looking for help. My 3 point arms are either up or they are down. If the draft lever is off the bottom the arm go all the way up. Putting a blade on the unit does
not help. should be able to lift the blade 2 inch off the ground but on this 8N. Where would the problem be?
 
Kev........look under yer right knee. That ain't a "flush" handle, ittza position-draft (plowing) control selector handle. Owe bouy, (memory lock-up) UP fer position and HORIZONTAL fer plowing. .........HTH, Dell, yer self-appointed sparkie-meister and re-memory guy
 
I was going to ask that obvious question but I saw that he had 230 posts here on the forum and figured that he surely must know about that handle.

But I guess that can't be taken for granted.
 
I would like to take your reply and run with it but as a person how would no this I can not. I have Ferguson TO20, Ford 860, MM Z, Farmall BN and Super M, Case SC and VAC's but
no 8N's Buddy asked me the question and I had no clue so I proposed the question here as my involvement in the Case and Farmall forums have been get get help when I get stuck.
Any chance for a photo to show him this lever as my two unit close to the 8N do not have.

The lever is in position control mode, down is for draft control mode.
