Looking for advice on throttle problem

Disclaimer, I tried searching the archives, but couldn't come up with any unique enough keywords to find what I'm looking for.

My 48 8N is starting and running well, unless I increase the throttle, or under load, the governor increases the throttle. Then it wants to stall. Trying to back up, or start forward pulling a trailer, no matter how gentle I am on the clutch, at some point, when the load kicks in and the governor tries to compensate it either stalls, or at least staggers and its hit or miss whether it gets through it. Once past that throttle increase, its fine. What should I be looking at?
 
Yes to above turn main jet BIG SPRING LOADEDAon 1/8 turn out not to much and go from there. The little screw is you idle screw and
will have no affect about idle in pulling mode.
