Is it possible to put a new bushing in the governor linkage arms to take out some of the slack in them.

the linkage arms or the actual cast arms? If it's linkage just bend them a tad bit.

A frequently posted fix for loose arms is to shim them. Soda can metal has been fused.

Hdltch,Yes you can replace the worn bushings if you can find the correct size.Or you could have them made with a lathe at a machine shop or ect.I don't have the specs for them in front of me at the time.Bushings can be found in nominal sizes at many suppliers like McMaster-Carr ,www.mcmaster.com/ or the link below.
