There is a friction disk that engages when the clutch handle is pulled rearward that acts as a tranny brake. A lot of times the disk is worn or missing. My 706 wants to keep motoring along with the clutch dis-engaged but will stop if I pull the clutch level fully back.

Many of the older-still clutches (1919/1920+) suffered from broken springs as the decades went by.
The springs help push the clutch sections apart to disengage. Yes, the clutch facings had their issues also.
Other mfgr's using Twin Disc also had this issue. I paraded a Rumely-6 one time. Scared me bad. Nice tractor!
You don't suppose your springs are broken hence the no-disengage?

On that tractor with the two clutch plates. It is impossible to get at the center driving plate to lube the splines. However on a single disc that is a very good idea, on the rear driving plate just in front of the adjusting ring you could spray your favorite penta juice. Another problem could be the the plates and steel plate have slightly rusted themselves together. Also if everything is free what SW Moline said might be the problem.
Before you split it, back up against a tree, set the brakes, loosen the adjusting ring a half round or so, start it up, engage the clutch lever, and work the throttle shaft at the gov arm with your hand up and down quickly. let things rattle around to free things up.
If you do split it be sure to lube the splines with neversieze. And replace all the springs.MMDEL
