No. But 'kind of' is too.

Its been a while since I studies this, so if I'm wrong someone will tell us:

Same displacement, 206 cubic inhes. but I am thinking the blocks use a different starter. As far as I know, The 445 starter mounts with 1 bolt, the Big Mo 500 uses a starter that mounts with 3 bolts. There may be a different ring gear on flywheel too that has to work with that particular starter. The 1 bolt starter uses a bendix and the 3 bolt starter uses a solenoid to shift the drive into the ring gear.

I think a different governor too. 445 uses a flyball governor and the 500 engine uses one with rollers. (But the new (500) governor will work in the 445.) I don't know about clutches, but think either clutch will bolt to either flywheel.

These are some things to keep in mind if you are thinking about swapping engines.

Most internal parts will interchange, like rods, pistons, rings, bearings. Cranks may or may not be different: MM experimented with a crank with a spiral groove under the rear crank seal and it only works with the felt seal.

Depends year. All 206's had bellows rear seal/crankshaft/crankcase until Jetstar 3. Then lip seal and 3 bolt.

I know this isn't what was asked but which way are you trying to swap? The 500 is a pretty rare piece of equipment if I am correctly informed.
