Jet Star 3 governor replacement

Hello, new here and looking for some advice on a recent purchase. I own a Jet Star 3 super LP and have started fixing it up for use on my farm.

I will be replacing the governor and need to know:

Do I have to split the front end to get at the front pulley and seal retainer?
How is the governor driven?
Does it go on a keyway on the crank or is it sandwiched between the front pulley and crank?

I talked to a parts man and his new style flyweight governor does not have a keyway nor does it come with a thrust washer as some other sites show. Do I need the washer?

Why are you wanting to replace the governor? The JetStar3 super should have the latest style one on it already & I've never seen one go bad unless it is physically damaged. If you really need to replace it, the newer ones are just clamped between the front pulley and the cam drive gear & held tight by the bolt and washer in the end of the crankshaft.
 
Check gov rod freedom. linkage length and throttle shaft in carb. LP carb throttle shafts tend to gum up if not used regularly.
