How about feeding oil back through the port that services the oil pressure gauge? Any additional port?
 
Use a rearend oil filler pump. Remove line for oil pressure gauge and hook hand pump hose to fitting. Inject oil. Would think you have other issues. Is relief ball and spring clean. Have you set up regulator? Are you using normal filter or one of those adapter things?
 
I was wondering the same thing about the ball and spring. They may have been clean but where they go may not be.
 
Did you have any of the oil pump apart? I believe there is a key on one of the oil pump gears to drive it.
