Clutch Adjustment 1941 RTN

Bought this at an estate auction Sunday for $200. It had been outside for many years and I didn't expect it to run. New plugs, wires, and a clean carb got it started. It actually runs pretty well except the valves are noisy.
My question is this: the clutch lever did not "snap" in or out. The clutch had to be held forward in order to engage the clutch. I had to back the adjustment ring (loosen) 3 steps clockwise to get a "snap". The clutch seems to hold OK. How do I know if this is the right adjustment? The IT shop manual refers to tightening the clutch adjustment but not over-tightening, which is obviously the way I got it.
The "snap' is there, but not really firm like my '48 ZTN. Should I try backing it off another 1 or 2 stops?

Yes that's the way I would go at least until you run it awhile and see how it's going to
run. If it starts to slip then you can take the adjustment the other way some. If the
valves are rattling some you may want to take the valve covers off and make sure the pins
are oiling the valves good or clean the pins out with a wire to make sure the valves are
getting good oil flow over them. Seeing that your a Z owner you may have already done this
too.
 
What a View! How far is it to that mountain?

If I found a tractor like that here in NC I would figure there was a bit of rust on the flywheel and pressure plate and that is why the clutch is not 'snapping'. I bet if you run it with a reasonable load for a while it will polish any problems on them away and you will probably have to re-adjust it back close to where it was.

Your rocker clatter is probably a groove worn where the rocker arms rub on the camshaft. A good machine shop can probably grind them flat again for you but you may have to put the locknuts under the arms to lock the adjusters to compensate for the now-missing material.
