Jet Star 3 engine question

I am not sure if this is the place to go with an off brand tractor question, but I am not having much luck finding info on this, so be kind and only give me a little crap for working on this yellow tractor.



Jet Star 3, gas engine. It runs pretty good and has had some major repairs done not all that long ago. I bought it from the previous owner because he would rather use his green oversized lawnmower around the house, than this tractor. He got it with the house and used it twice in 5 years and his wife wants the extra garage space.



Engine runs pretty good but has a knock, removed the side cover and none of the rods are loose and I don't see and signs of bearing failure. I have not taken any caps off yet. What I did see was the governor doesn't look like it was assembled correctly. I attached some links to these pics and I am hoping someone can shine some light on how this should be put together. Or if something is broke and I am not seeing it. Thanks in advance. I'd also like some torque specs if anyone has them.



 
Don't mind the first couple lines, I posted this on Red Power and used that as my opening statement. Just did the ol' copy n paste when they told me to come here.

Did you actually platigauge the rod bearings? From experience if its much over .0015 clearance it will knock when hot. What oil is in it? If its the ultra-thin multi viscosity stuff, the problem will be worse.

If it was me, and if I was certain the rods bearings were o.k-tight enough, I would put Kohler or Kawasaki 30 wt. in it and see if it helped. The small engine oil still has the zinc in it. This makes it clingy and helps the cam and lifters avoid dry or almost dry startups.
 
From what I can see, the governor looks correct but the picture isn't very big so I can't tell for sure. The cap screws in the rods are torqued to 70-75 ft lbs acordding to the IT manual.
