MM UTS rod end play

We have a single block U in the shop and have come across an issue. In reassembly rod caps 2 and 3 have absolutely no end play while 1 and 4 are just fine. We had the crank machined but did nothing to the rods themselves. We installed the caps the way they were removed. I'm sure we are overlooking something simple, does anyone have any suggestions?

It is possible that these 2 rods are out of a different tractor as at one point the tractor did throw a rod out the pan. How much of an issue could this cause? The guy we got it from said that it did run good but sat around and got stuck.
 
In machining the crank there might be a slight edge that didnt get taken off on the ends of the journal that happen to sit a little more snug than the others that have play in them. Also I have seen in some older engines the rods arent machined perfectly "straight" that the bearing will sit more to one side of the rod than the other.
