Water problems on a 403 build

I'm building a 403 bored to 4.75 with 4231 heads. Got everything back from the machine shop and put it together.

First start thought everything was good, but after a couple seconds I was getting water out the exhaust.

First thought was a head gasket problem. Got a new set of head gaskets off of Welters (they confirmed they were the right ones for the block/head combo)

Got them put on last night. Every thing went back together well. Used copper coat this time on the gaskets too for extra insurance. ....... Exact same problem.

So I have:
Good compression
No water in the oil
No bubbles in the radiator
A good sounding/running engine
Water getting into the cylinders (appears to be all 4, some maybe worse than others)

It definitely sucks water in when you open up the throttle. It's way worse after giving it some throttle.

Machine shop said to bring the heads back to them. First thing they will do is a pressure check.

I'm looking for advice on if there is a common place to look for problems like this.

Check to see if water pump weep hole is open. They can plug off and with bad seal coolant
will not be able to get out and dump into block.
 

Weep hole is open, cause I have a bit of a weep currently. Made sure it was clear when I put it back together.
 

I had that happen to a Dodge pick up years ago and found out the machine shop bored the valve seat too deep, and got into the water jacket. They glued it back in and didn't help. Wound up buying me a new head.
 
Sounds like having the heads pressure
tested is a good place to start. May
have hairline cracks in exhaust ports.
Coolant seeping into exhaust and being
blown out by exhaust.
 
some mm heads have cracks in intake ports and exhaust ports ,the easy ones to fix are in combustion chamber, pressure ck is only way to know for sure, mms have very thick decks and combustion chamber is .380 or more . good luck and don't be worried about stepping up to 4232 mms love compression.
 
So to follow up. Head cracked at the exhaust port. I don't know how the shop missed it, it's huge!

Picked up a set of 32's that just needed polished up. Runs good now. (I have a number of other issues but that's a different story.)

Got a replacement 31 head, machine shop owes me a finished head. Glad I have another project waiting to be built.
