Took apart the brakes on the '48 ZTN to clean and adjust. On one side, the felt seal rides on top of a washer. On the other side, the washer rides on top of the felt seal. This is behind the brake drum, where it slides over the splines.
I have an I&T manual that shows the (1) washer behind the felt seal, however that doesn't make sense as the brake drum would then be turning directly on top of the seal, as opposed to turning on the steel washer.
Also- in adjusting the brakes for equal resistance when applied, the right brake now "clunks" when applied. It did not do this before, however was so loose that it didn't work at all. Shoes, as well as internal parts, all look good. Advice?

I would have to look up the parts break down on the washer and felt seal to be sure on that. As far as the
clunk, if they are the same set up as the ZAs there is a small eccentric wheel on the backing plate that
centers the shoe assembly in the drum. If that isnt set to where it needs to be there is too much play for the
shoes to be thrust towards the drum when you step on the brake.
 
Been a while since I was in my ZT, but I think the hub on the brake drum goes inside the felt seal. Can't remember the washer, bet it was inboard and stayed on the pinion shaft.

As far as the 'clunk' goes, what is happening is the wrong shoe is hitting the drum first. Remember, the pinion shaft the brakes are on turns backward when the wheels roll forward. The rearmost shoe needs to contact the drum last. You either have to find the anchor spring with the most tension and put it on the rear shoe, or if the pin has a tapered shoulder, it should go on last, after the front shoe spring.
