Belt pulley

What is the purpose of the half-round piece of metal inside the belt pulley on the UB and UTS? It appears to be almost like a counterweight, but for what? There's nothing I can see or anything in the manual stating that the pulley has to be installed a certain way--at least not that I have found. Why doesn't this throw the pulley out of balance?
Also, on both of my UB pulleys this piece is smaller than on the pulley of my UTS.

those are weights to balance the pully

OK that makes sense. I had assumed it was in balance when it was made. Thanks for clarifying.
