G-450 pto clutch

I've been working on two of these tractors for my cousin. Both tractors needed the clutches replaced. As before the repairs were made the pto shaft would coast as the tractor ran with the pto clutch disengaged. He mentioned that the one his dad has, the pto shaft does not turn as the tractor runs. Have I installed something wrong? We can stop the shaft from turning with placing a chunk of wood against it. I know there is no brake on the pto and with the pto clutch in with the flywheel that will make it spin. Any help would be appreated!
 
In the attached pic, the lever marked "PTO lever", is used to slide a collar back and forth that locks the rear pto shaft to the front pto shaft when you disengage the pto clutch. When you have the pto lever disengaged, there is no connection from front to rear, so the shaft should never turn. If it is turning, your front pto shaft has slid backwards (probably the pto shaft bearing in the cast housing). If you pull the top off, it's all right there in view and you can tell if the shaft has slid back and is touching the rear shaft causing it to run when not engaged.

couple more pics that might help. First pic shows the collar that locks the shafts together. In the photo, the collar is engaged. When the collar is slid backwards with the pto lever, there is approx 1/8" of gap, preventing any rotation of the pto. I'll wager a lunch that the front pto shaft, shown in the 2nd pic, has been pushed backward (held in place by retaining ring only), during replacement of the clutch at some point in its life.

We have my 4WD 1365 apart right now and when you do get yours fixed never ever run the tractor with the PTO clutch lever in the up position as on the 1365 I'm working on now the previous owner did that apparently and the crank and block were both worn beyond what would be a reasonable repair(bought it in that condition and knew it)
