GB Water Pump follow up

Here's one for the books. I did as instructed but apparently someone has doctored the shaft. I removed the pin, turned the impeller in the correct direction and it just free wheels on the shaft as if the threads in the impeller are eaten out. The odd thing is that despite just being free to spin on the shaft, IT WON'T COME OFF!! I'm trying to be patient and not destroy the impeller or the shaft. Anybody with that experience or any ideas would be appreciated.
 
Never done it but had a couple rebuilt for $120. If you think the shaft is bad might be the way to go.
 
Impeller is brass: shaft is steel. Threads on impeller likely worn. May have to pull back on impeller while turning and force it off. New impeller may be needed. Or a shaft.
