102 Galion grader hydraulics

I have recently acquired a Galion 102 grader and the hydraulics
have me baffled. It has a huge 7 spool control valve which is setup
as closed centre and unless one of the levers is being operated the
relief valve is releasing. There is no return line from the centre
gallery on the end opposite from the pressure line from the pump.
There is a plug there so I can install one. Every thing looks like it
was built that way, nothing suggesting it has been removed. Any
ideas anyone?

Yeah I agree I'd post on the crawler/dozer/backhoe forum on this site. Think you'd have better luck and it falls in that category.
 
Thanks, I will do that. I have no idea how it got here in the first place. First post, I must have screwed up somewhere.
