Jetstar starter trouble

HELP. I have a 1961 MM (brown)Jetstar. I'm having trouble with the starter. I've had it checked twice by a good starter man. New brushes, new starter drive, new switch. etc. It always checks out good by him. When I install it, usually starts once or twice & then jams. Sometimes against the flywheel, sometimes at the end of the stroke. The ring gear is far from new, but not all that bad. I even filed a little on some of the teeth.. I also rotated the flywheel by prying a few times & this does not help. I understand that the engine usually comes to a stop in about the same place. The engine in this tractor runs perfectly and when the starter engages, fires instantly.. I am frustrated & ready to give up.. Any ideas. This starter gear has 12 teeth.
 
I know your frustration. I had the same problem with a U. It also had a new drive. I had a second man look it over and he identified the problem and has not given any problem the last two years. Sometimes a second look by another man may help.
 
Just thinking outloud...does it have a solenoid or a starter button ontop of the starter? Not sure if there might be a problem there or not.
 
This has the single bolt that holds it in correct? Does the starter fit well in the machined bore of the block? If it moves some that can cause it to bind.
