m5 pto issue

I have a 61 M5 that I recently acquired and have been servicing, adjusting, etc. The PTO turns even when not engaged. I have other tractors that creep, but this thing turns like it is engaged.I adjusted it per the owner's manual but no difference.(that wasn't easy through that little hole, by the way, but I was able to do it after removing the left fender) Haven't had an implement on it yet to really test it. Does it have plates that might just be stuck from none use? Would those maybe free up if I put a load on the PTO? Any input would be greatly appreciated. It turning all the time is kind of dangerous. thanks.

Most all of them will do that. I guess Id worry if it didnt lol. The M5 I bought used from someone that bought it new said the pto turned all the time, even from new. The M670 Supers had a pto band brake, not sure if the regular 670s had that. When there is 80-90w gear lube on the pto plates it drags and makes it turn and or from warped plates. My hats off to you for getting it adjusted through the cover plug. On my M5s there isnt enough room to remove the plug as it is about 1/8" to 1/4" back too far.
