weak hydraulics advice

I have a 335 gas, with a loader on it, and I have two problems, that I want to correct. The loader will drop 3/4 of the way down, if I am not careful, when I go to lower the bucket. I suspect that it is caused by a worn spool in my control valve. Right or Wrong? The other problem is not enough lifting power , I have to rev the engine all the way up to lift a bucket of wet manure, high enough to dump in the spreader. I suspect that this is due to a weak pump. Right, or Wrong? I have a dayton gear pump conected to the belt pulley shaft, and can't get to the face of the pump to read the model number, till I take the pump off.I would like to know the gallons per minute, but will have to take the pump off to see the info. The resivour is over full according to the check plug, but does have some condensation in it from setting most of the winter in the open fronted shed. The 2 spool control valve is a Gresen. No cylinders are leaking fluid. SO- do I need to rebuild both my control valve, and pump, Replace both components, which will be pricey, or what would you suggest? I am not the sharpest knife in the drawer, when it comes to hydraulics.I am useing NAPA hydraulic fluid in it, and did change the oil last summer, because of water in it.
 
Does the system have a filter on the intake side of the pump? I"ve had systems act sluggish due to clogged filters in the past.
 
Ralph yes cloged filter, but put a guage in line and check pressure you might have a relieve valve leaking by just a thought.
