Jet Star 3 super trouble

i have a gas jet star 3 super that my grandparents bought new in 1970. She is awaiting some help but i cant figure out a correct diagnosis. it will only run with the choke open all the way, if you close it even a little bit it kills the motor. and when its running even touching the throttle and it runs away. even the slightest movement it throttles up quickly. but push it back down to idle and it idles right back down. Please help me

Sounds like 2 separate problems. The choke description (which I think is backwards as described) is indicative of poor fuel or poor fuel delivery or severe vacuum leak. I suspect the carburetor is filthy inside from sitting. Take it apart and give it a good cleaning and blowing out of passages. The run-away is governor related. The governor is internal and not likely the problem. My guess is stuck or binding linkages. Make sure everything is nice and lucy goosey, especially at the throttle plate.
