My best guess is---------if it was completly restored and the remotes haven't been used, the hoses might not be in the right ports on the valve block. I don't know if you have two sets of outlets out the rear of the tractor or not? Anyway if you stand on the right side of the tractor looking straight at the telo-flo unit there are 4 ports on the side facing you. They are in a square patteren. The two top ports go to one valve and the two bottom ports go to the other valve lever. If your hoses are in an up and down position. THAT is your problem! Another note, moving the levers in the same direction does not produce the same results. Pulling the levers to the rear will produce pressure in the front port on one and the rear on the other lever. Moving the lever forward it is vise-versa.
