I have UB that was originally same way. On right side above belt pulley the throttle lever operates a rocker arm that in turn operates the governor.

On my UB the rocker arm was removed and it has straight rod from bottom throttle lever to the governor and it now increases speed by pulling down on lever.

Remove your rocker arm and install a straight rod from bottom of throttle lever to governor. You may have to experiment with proper lenght.

He he...the only other option would be to sit backwards on the gas tank.... I know when my dad and I got my ZB home and got it running he said the throttles backwards....took some getting used to.
