It sounds to me like it could be that a new thermostat has been installed that has no bleed hole in it. Since the thermostat is in the hose a ways from the engine, if there is no bleed hole, the warm water can't get to it very quickly to make it open. I drill a 3/16" hole in the plate on new thermostats to prevent this. The original ones had this done when they were produced.
