Old Style R Brake Problems

I have a 1939 and a 1940 R that both have brake problems, the same problem. You just touch or almost look at a brake peddle the wheels lock up and will not release until you crawl under them and push / pound the linkage back into the axle housings. What is the deal, and how do you fix that?
 
Broken springs or oil on the linings making them sticky. You'll have to take it apart to know for sure.

If its oily linings, you need to replace the axle seals too.
 
My R did the same thing.They are a disc brake.I Installed new seals,but in order to get all the oil out of the linings I put them in a small oven outdoors & baked them till they didn't smoke anymore.DO NOT try this inside.They don't work real good at first but the more you use them the better they get.I roughed them up a little with sand paper.Ron
