Tail wheel troubles

I'm trying to get one of my 4btm plows going to use behind the 670 and I have run into a problem with the tail wheel. It is stuck in place and will not swivel. I tried pounding it loose, penetrating oil, and shaking it like no other but to no avail. Anyone have any other ideas besides using heat? It is a pipe beam frame (don't know model).

It is pretty close in line with the piece that holds the tail wheel in place when the plow is down so will it affect anything if it doesn't move since its pretty close?
 
It might work stuck where it is at. but everytime you turn, it will skid. It will tear up the lawn, driveway ect. everytime you turn.
I would remove everything from the shaft on top, keep soaking it. Block it up and remove the tailwheel, and try using a 3-4 long pipe to turn the shaft. Be carefull about pounding on the end of the shaft so it doesn't get flatened,(when you get it loose, you might have to file the end down so it will slide out. It is just packed full of dirt and rust. If you get it to move just a little bit, you'll have it beat. If you have a torch, heating it will work.
