Falling cylinder

Should the hydraulic cylinder on a 44 stay up when the tractor is off? The one under the seat to run a cultivator?

Mine doesn't stay up when its running or not but i need to know what it should be doing when i tear into it. I think it's the pressure release feature. Anyone have any experience with these.
 
Cylinder seals is what it sounds like. If the seals on the piston leak the cylinder will fall but no oil will leak out externally. Dave
 
Few hitchs will stay up long with the tractor shut down. And safety hints you should park it with the implement down, else you keep pressure on the hydraulics until it leaks down. And that continued pressure stretches seals and hoses to the breaking point. When they fail the implement comes down with a crash, and it could be on your foot, a kid, a dog, a cat, or a mouse.

I brought it to a hydraulic shop, they replaced every seal in side the unit and it still falls. It goes up really slow too, there doesn't seem to be much strain on the engine when i try and operate the cylinder. Thats why i think the spool valve is the problem. The springs on the pressure release are fine. There are some scratches on the cylinder walls, i wonder if thats it.
