What has to be removed to replace throttle friction disc?

and second question; on the bottom of throttle assembly there is a curved arm attached to the part that connects to throttle rod. This arm swings freely and has a hole in the end. What is it? what should it connect to?
 

Governor spring , not just any spring either , very specific in order to allow governor to operate properly .

Throttle rod withdraws from under the dash after the friction disc tension spring and clamp are removed .
You can replace the cork friction disc without removing anything by loosening the tension spring and clamp and creating a space . Scrape off the old cork disc and glue in a new one with contact adhesive . You need to cut a slit in the disc to get it over the shaft but this causes no trouble if you glue it down correctly .
Contact adhesive wasn't around in Harry Ferguson's day , if it was I suspect this would have been the normal repair .

Thank you for answer. I am not seeing anything like your picture. Mine is gas, and the arm I am talking about is on the bottom of the throttle rod, connected to the piece that connects to a rod that goes to governor. I will try to get a picture tomorrow.
 


I replaced mine a few years back. IIRC I loosened up everything above the pivot point at the bottom and managed to get it on. It was the spring steel disc I had to replace. It broke again within a few weeks.
 


What model tractor are we talking about Fof ? I shoud have asked first , the photo is of the radiator end of the governor/throttle rod linkage and springs on a 1954 Ferguson TEA20 [ petrol Standard Motor's engine ].
