1973 165 Perkins, blown head gasket

Engine was rebuilt last year and only has 35 hours on it. All parts came from reliance. I have the tractor tore down, I noticed my liners are below the surface of the
block. Reliance makes .005 shims to go under the flange on the liners. I have to put new liners in anyway due finding some cracks in the ones in the engine, not sure how
it happened. Anyway, I was wondering if the gasket would hold better with the liners sticking out of the block some. I am also installing new head studs. I have an
original service manual, it says torque should be 60 foot pounds. Is that a good number? Thanks.
 
Should not need the studs if original are good, they are not torque to yield. What MUST be done is to re-torque the head when hot, or head gasket most likely will fail again.
 
Setting the sleeves "proud" of the block has always helped in avoiding head gasket failures......004" maximum above the top face of the block, no more, but please do what Dieseltech has advised....a 2nd and even a 3rd re-torque after every 25 to 50 hours is imperative with these early engines.
