Hi-Lo range shift lever won't go into low

Recently bought a 135 MF, has six speed with multi-power. The hi-lo range shift lever will only shift between neutral and high range, wont go into low. Multi-power is in high, got to work on freeing up linkage, hopefully it will work also. What could keep range lever from shifting to low? Thanks for any advice. Leon
 
The rear transmission planetary internal low drive gear is pressed in place, I've seen them come out of the carrier a bit and loose both low AND high range. Hi-lo shift sleeve can't move back far enough for low to mesh, and limits the sleeve forward travel enough to keep the forward end from engaging with the transmission shaft for hi to work. Had that happen on my MF forklift years ago. I took the carrier apart, pressed the internal gear back in place, then tack welded it. Happened on a 65 Dieselmatic years ago too.
