Lack of info makes it hard for us to help you help your self.
Me I would fil the cylinders with ATF and also pour as much ATF down the exhaust as I could and let it sit a week or so. Then depending on it if was a flat head engine or a valve in head engine the ways to fee them up are different
 
While a picture might help you can at least tell us the model if the tractor and most will know what the engine is and if it is a flat head or valve in head engine

was tinkering with my 51 Massey Harris pony that I️ just got and decided to take off valve cover and discovered a stuck valve. There was a lot A LOT of carbon and gunk in there so was curious if a rebuild should be done or just free valve and clean up really really good and hope for best. Have not tried to get it running yet just in the tear down stages. It?s my 4yr old sons tractor so I?m gonna try TRY to do a show tractor restore on it. Lay it on me fellas.
 
Well if your going to do a true RESTORE the you might as well start with the engine since to truly restore one means it will be just like it was the day it rolled out of the factory
