58' TO-35 Injection pump help

Took off the injection pump on my 23c standard diesel to fix fuel leaks. I understand that i need to match the scribe line of the letter "G" up with the cir-clips scribe line with #1 at 19 deg BTC, howeverr, when i get the engine spun there, and insert the 1/4 in rod into the flywheel through the check hole, the pump lines up slightly above "H". The pump, pump shaft and drive gear are all keyed as it can only go in 1 way.....is there something i am missing or something i can do? tractor ran before taking it off by the way. Someone please chime in, i'm relitively frustrated with it right now. Thank you.
 
Never mind! I found an extremely faint scribe line of the drive gear side flange, also looking at pictures before hand, it seems to copy what you suggested to do, thank you....its about 1/8 in off that scribe line right now.
 
So, just to be sure, since it's a keyed shaft and gear, that portion should be good and within the ""twist" adjustment range which should be close to that scribe line?

Okay here's an update, put it to the scribe line and it sputtered a bit then blew a bit out the air intake, I haven't touched valves, or front set timing only the cav pump. Tractor was running very good a few days ago before I pulled the cav pump.
