Perkins L4 with a broken pipe on the injection pump

My 745s has a Perkins L4 engine its seized and so is the injection pump, but I can see a banjo fitting high at the front of the pump where I would expect an air bleed screw, this pipe from the banjo fitting just runs down the outside edge of the pump to atmosphere.
Then down low on the pump where I imagine the oil fill gallery for the inj pump would vent is another banjo fitting that has no pipe attached. Should the two fittings be connected and if thats the case where can I buy a replacement pipe?

So I got the picture order wrong, First picture shows lower banjo fitting with pipe sheared off.
Second picture shows top banjo fitting with pipe that seems to go down to atmosphere.
Third photo is over view of complete inj pump with inspection cover removed.
Thanks in advance for any advice.

The fitting on the upper left top is the FUEL return line..
Should go back to the fuel tank or filter.
The lower fitting is OIL.. either a vent or a feed line.

Sorry but I do not..
You can run a rubber line w/ a clamp to each..
BEFORE starting the engine, MAKE SURE the inj. pump has oil in it before finding out if its a vent or a fill from the engine.

Or manuals are still available to buy http://www.ebay.co.uk/itm/Perkins-L4-Diesel-Engine-Workshop-Manual-Instruction-Book-/390683838708

fuel return to where? Please, my lack of experience with diesels is leaving me feeling that I am missing the fundamentals.
I have he manual, but the injection pump barely gets a mention.

The cutaway diagram has cutaway the parts i am trying to find out about.
In anothe forum I was to
D the top pipe is an airbleed and just goes straight down to the ground.
And the bottom banjo is an oil overflow that also goes onto the ground
