Timing a AG3.152 Perkins Gas

I am rebuilding a AG3.152 Perkins Gas . Can anyone tell me the proper way to put the engine back in time I know the gears have aliment marks and I have them lined up but the piston ant all the way up and the mark in the bell housing shows 16 Is this right?

Also witch way should the rotor button point when I install the distributor?
 
The piston WON'T be all the way up IF you have the flywheel at 16 degrees. Set #1 piston at TDC, with BOTH valves closed. If valves are rocking exhaust closing, intake opening you need to turn the crank one turn. Now set the distributor in place so points JUST open for #1 cylinder in the direction of rotor rotation. This will get timing close enough to start. Finish with a timing light later as needed..
