Massey 2615 2 stage clutch

I recently purchased a Massey Ferguson 2615. It has the IPTO. This is the first I have had that on a tractor. I can engage the PTO by pulling out the swithch. But it will not stop turning when I push the clutch all the way down. I have adjusted the clutch peddle according to the owners manual, and it still doesn't make a difference. The PTO works with my bush hog just fine, but I know it should stop when the clutch is pushed all the way down. It has a block on the clutch peddle linkage, and i have moved it to the positon that the manual says to have it in for the 2 stage operation. Not sure what to do next.
 
If the tractor truly has IPTO, the pto is engaged and disengaged with a hydraulic clutch pack. The foot clutch has no effect on the pto.
 
Thanks, I had an idea that it might be something like that.
I talked to a friend at a bible study I go to tonight, and he said his was like that and it
shakes the tractor some when he engages his, so I guess that is normal. Jut something I am not use to.
 
The ipto has a disk brake to keep it from turning when its disengaged, whoever had it before you must not have idled it down before disengaging the pto. The brake on the ipto is not made to stop a pto driven piece of equipment while it is operating above engine idle speed.
 
Hi, in addition to what has already been said;
There several versions of the 2615 made in India for different
countries. The 2615 for the US can have either a split torque
(single clutch) with an IPTO or a dual clutch with a mechanically
engaged PTO. It seems that you have a single clutch with IPTO.
Again as has been said the clutch operation will have no effect on
the PTO. On most UK and European (and probably US-made tractors)
the IPTO brake can be accessed by removing the LH side cover. It's
a bit of a fiddly job but it can be done. There has been a change
in the material used as the brake lining in recent years making
them far more efficient. The brake pad is there to slow down and
stop the PTO but only after the drive has been disengaged. Oil drag
will continue to cause the PTO shaft to rotate.
