Seems silly , but what is the best way to set up the new points , cap , rotor , etc ? Carb was just rebuilt , the distributor was not moved at all , after installing new plugs , etc. the tractor cranks fine but will backfire loudly and still not start. Gas is flowing to the carb I have spark at the coil and plug wires any help would be very appreciated .

Best way to replace points is to take the distributor out. Roll the engine over by hand so you have the rotor pointing at #1 cylinder. Borrow the wife's nail polish and put a mark across the distributor housing and block so you can realign the timing when you put it back in. Pull it and replace the points on the bench so you can align the cam and points to get a proper adjustment. Put it back in and align the rotor with #1 and align the nail polish marks and tighten down. Put the plug wires back on and off you go. Put them in the correct firing order of course. Believe the firing order is simply 1-2-3 on that one but should also be cast on the side of the block by the distributor. With the new points you should adjust the timing anyway but this will get you very close and should fire right up.
