Clutch doesn't disengage PTO?

Thanks to help from ptfarmer, I think I have a mid-70's 20C (235). I can engage the PTO both ways - either off tire speed or engine speed - but, when using the engine speed to mow, the clutch doesn't disengage the PTO. My neighbor has a 135 with the 2-stage clutch, so I know what that is supposed to feel like. But this tractor appears to only have a single stage clutch.

I've been shutting down the engine, engage the PTO, then start the tractor. It works, but I can't imagine it's right. There are a number of things on this tractor that have been "fixed" with a rope and missing bolts, and haven't been tightened afterward. Is there an adjustment somewhere that's wrong? Could someone have put in the wrong clutch? Is there something else?
 
Does it have live or indpendent PTO? The live pto is standard two stage clutch. It will have the adjustment you can do through the inspection cover under the bell housing. Have you done the pedal adjustment procedure yet?
 
I don't know the difference between live vs independent PTO. And I don't know what the clutch adjustment procedure is yet.
