Generator works when you hook jumper cables to the armature and after cleaning contacts, ground connections and all it turns faster but I can't disconnect the battery cable and keep it running even with revs. Cleaned the contacts inside the regulator with metal file and inside looks really like brand new. Rechecked connections and even swapped batt. and load to no avail.

Put your hand on the regulator while you work the key. Do you feel a click in the regulator housing when you work the key on and off? It will be soft so you'll need to concentrate. You are looking to see if the solenoid that closes the contacts is energizing. If you have the cover off you could also watch it while someone works the key.
Also check the wires end to end for continuity and make sure you don't have a break in any of them.

Didn't think of that and will try it. Wonder if paint behind the regulator on battery box will be the problem?

As long as the threads on the mounting studs are reasonably clean i don't think it would be a problem. Some regulators have a specific wire that ties in under one of the nuts and some rely on the regulator body providing ground.
