M/f 173 3 point only raises with draft controle

I have a m/f 175 the 3 point only raises with draft controle (leaver farthest away from driver ) the lift controle( the middle controle) does nothing as far as I can tell. There is a 3rd controle a much smaller controle closest to the driver that appears to have 3 positions that it can be set to ,however as soon as you disengage the clutch it snaps to the middle position. Any ideas why this is happening, operator error? M/f issue with a simple fix ? Or a large problem with a costly fix ?

Is the third lever under the seat, and bolted to the top cover (something like this).
