If I remove the diverter valve from the top of the standpipe and turn the engine over a few times should I see a steady
stream of fluid or in spurts. I suspect bad pump.

When using the starter it will spurt, the starter doesn't turn it fast enough to produce a steady stream of fluid.
 
Make sure the standpipe has not just come out of its socket when you took off the diverter valve! Scratched my head a while over this some time ago!
