Perkins AD3 Air Filter Question

On my Massey 240-S, with a Perkins AD3-152, the air filter has a black rubber valve???? thing on the bottom, it goes Poof-poof-poof as the engine is running, in time with the cylinders I think. It may be Poofing little bursts of air out. What is the purpose of this thing? Thanks.

From what I was told that gets rid of all the bigger particles dirt that settle on the bottom of the filter housing. My 135 does the same thing, you can even hear it letting out the little bits of air if you listen to it close enough. While it idling hold that rubber valve shut with you fingers, you should hear a difference in the sound (the little poof sounds go away).
